I have a 13.8 v 3 amp power supply from Tripp Lite and a 12 v 3 amp regulator voltage regulator. That's what I'm using on the bench as I'm writing software. Is this safe enough?

That is fine for the serializer itself. It only draws 100mA or so. The only thing to watch out for is if you start adding alot of peripherals. Motors, sensors etc, that could add up to more than 3A. Motors would be the major thing to be wary of.
