Quadrature Wheel Encoder Modules with Serializer wl

Hi,

I need to set up a device that rotates with a quadrature moduleto monitor it's rotational position. The device rotates about 120 deg and I need to report the position to a pc app via a serial port. There will be 10 positions and the script will show a different image on the screen dependent on the position of the device. I am happy with the scripting / software dev, but I have not ever worked with hardware like this.

The Quadrature Wheel Encoder Module looks ideal and I presume this can easily be connected to the serializer wl to report to the pc. Can I buy all the parts required to achieve this from you? Is it easy to set up or will I need to program the serializer?
