Is it safe to use the 5B Switching Voltage Regulator with the Serializer 3.0?

No, you don't use a 5V switching regulator w/ the Serializer.  As pointed out in the Serializer User Guide, the Serializer has it's own internal regulator.   You can connect raw battery voltage to the power input terminal on the Serializer.

Will the added regulator increase battery life?

The regulator regulates raw power (e.g. batteries), into a nice, clean, regulated 5.0v output, and provides a max of 2.0A of current draw.
